Emperor's Decree is a unique one-time quest that unlocks at team level 5. You receive energy, emeralds, and gold for completing it.
To open the Emperor's Decree menu, click the emerald icon on the right side of the game screen:
There are five tasks available. You can complete each task by pressing the blue button next to it:

When you finish a task, the button next to it changes to a green Complete button. Click the button to claim your reward. After completing all tasks, you can collect the final reward: 100 energy, 300,000 gold, and 300 emeralds.
